ومع التدفق الهائل للمعلومات في عصرنا الحاضر، وسهولة تلقيها، وتداولها، وتناولها لحياة الإنسان المعاصر واهتماماته في ظل بروز منجز تقني مذهل هو الشبكة الدولية للمعلومات (الإنترنت) باتت الحاجة ماسة ليس لتوفير المعلومة فحسب، بل كيفية انتقائها وتوظيفها فيما يعود بالنفع على المجتمع الإنساني الذي أصبح يعيش وضعاً أشبه ما يكون بالقرية الإلكترونية التي يسهل التنقل في أرجائها بلمسة زر أو توجيه مؤشر، وهي مرحلة حضارية جعلت الإنسان في ظل هذا الكم الهائل من المعلومات التي غاب عنها الرقيب وجُهل فيها المصدر، يعيش شتاتاً فكرياًّ وصراعاً ذاتياًّ من أجل بقاء أصلح وحياة أفضل. ولذا كان من الأهمية أن توظف شبكة الإنترنت في إيجاد تفاعل مستمر، وتواصل مثمر بين أفراد المجتمع، باعتبار أن الاتصال ضرورة من ضرورات التعليم، والتوجيه، والإصلاح في أي مجتمع من المجتمعات، بل إنه أساس انتشار المعارف، وقيم العدل والصلاح، ونظم الحياة، ومعطيات الحضارات الإنسانية التي لا تستمر إلا عن طريق النقل والاتصال
